Apparently, "wheelchair guy" in Mexico is more interesting than his relative to the north.

He's a completely stylized version of the universal symbol, facing left. He has a very large oblong head with giant eyes, like an alien or maybe a Day of the Dead skeleton. He doesn't appear to have legs but his torso looks a little like ribs, though that may be a function of the illustration since the chair cushion, the chair's arm and the guy's body are all the same color green and each is cleverly articulated despite he drawing's simplicity.
